Florida market access
Get appointed in Florida — market access for licensed agents
You passed the 2-20 or the 4-40 and the carrier applications keep coming back declined. Carriers grant appointments on production history, and a brand-new agent does not have any yet. Bell & Lyons opens its Florida appointments to independent agents so you can quote and bind on day one, and keep every client you write.

Which Florida markets you can quote
Progressive, Citizens, Universal Property, Slide, Tower Hill, Kemper, National General and Bristol West, plus admitted and surplus lines markets for the risks Florida carriers decline — coastal wind, older roofs and prior claims. Commercial risks go through our CL quote desk.
Why this is not a cluster
- No entry fee and no exit fee. Clusters commonly charge $2,500 to $10,000 to join and buy-out clauses to leave.
- You own the book. The client, the renewals and the commissions follow you if you leave.
- No production minimum to get started.
- The CRM is included — you are not paying a separate agency management system on top.
Terms are set out in the Market Access Producer agreement you sign.
Who this is for
Newly licensed 2-20 or 4-40 agents
You have the license and no appointments, and every carrier application comes back declined.
Producers going independent
You left a captive agency and need markets under your own shingle before your book follows you.
Agents missing a market
You have a few appointments but keep losing coastal, flood or commercial risks you cannot place.
Common questions
What does getting appointed actually mean?
A carrier appointment is the contract that lets you write and bind business for that carrier. Carriers grant them based on production history, so a newly licensed agent is almost always declined. Market access solves that: you write through Bell & Lyons' existing appointments until you qualify for your own.
Do I need production history or a book of business?
No. There is no minimum book, no entry fee and no requirement to move existing business.
Who owns the client?
You do. The policy is written under our appointments, but the client relationship, the renewals and the book belong to you.
Ready to get appointed?
No entry fee. You keep your book. Binds in about two hours.
